World Drug Report Cites Global Increases in Cannabis Consumption
The United Nations Office on Drugs and Crime (UNODC) 2006 World Drug Report devotes special attention to cannabis, the dominant illicit drug in every region of the world. UNODC estimates that 162 million people (4 percent of the global population age 15-64) used cannabis at least once in 2004. UNODC reports increased cannabis consumption has been accompanied by increases in acute health episodes, demand for treatment, and research reports indicating that the health risks of using cannabis have been underestimated. UNODC also cited increases in cocaine consumption in Western Europe and opium production in Afghanistan. The World Drug Report tracks the global dynamics of drug use, particularly production, trafficking, and consumption of illicit opiates, cocaine, cannabis, and amphetamine-type stimulants.

NIDA Supports Latin American Participants at CEWG

As part of its Latin America Initiative, NIDA supported the participation of Latin American scientists at the June 2006 Inter-American Drug Abuse Control Commission (CICAD) at the Organization of American States, also participated in the meeting. The NIDA International Program and CICAD are supporting a Latin American Epidemiology Working Group that will begin meeting in October 2006.

NIDA Supports Latin American Participants at NHSN Summer Research Training Institute

NIDA supported two Latin American participants at the National Hispanic Science Network (NHSN) Summer Research Training Institute, which was held June 13-20, 2006, at the University of Houston, Texas. Juan Enrique Huerta-Wong, Universidad Autónoma de Nuevo León, Mexico, and Pablo Dragotto, Programa Cambio, Argentina, participated in the week-long graduate student training institute in drug research methods. Students learned about drug research issues, received guidance in producing a publishable manuscript on Hispanic-focused drug research, and were introduced to leading Hispanic drug abuse researchers who could serve as mentors.

2006 NIDA International Forum

  • Join a Workgroup
    Based on the feedback at the wrap-up session of the 2006 NIDA International Forum, two workgroups were organized and will be working on a variety of projects (to be determined) over the next year. The two workgroups are: (1) Ethnographic/Qualitative Research and (2) Women, Children, and Families. Please e-mail Erin Winstanley (ewinstan@nida.nih.gov) if you are interested in joining either of these workgroups.

Funding Opportunities

NIH is transitioning to electronic submission of grant applications!

The National Institutes of Health has begun requiring some grant applications to be submitted electronically and will complete the transition in September 2007. During the transition, check each funding announcement carefully to determine if your application will be accepted on paper or must be submitted electronically through the NIH Office of Extramural Research for more information.

  • CICAD/NIDA COMPETITIVE RESEARCH AWARD FUND
    PROGRAM TO SUPPORT DRUG EPIDEMIOLOGY IN MEMBER STATES
    Through a joint effort between the Inter-American Drug Abuse Control Commission (CICAD) through the Inter-American Observatory on Drugs (OID) and the National Institute on Drug Abuse (NIDA) of the United States, proposals are being solicited to assist OID meet its mission of:
    • Serving as a tool that facilitates the collection of objective, reliable, comparable, and up-to-date information throughout the hemisphere,
    • To help understand and
    • Confront the drug phenomenon in all its dimensions.
  • Proposals should be submitted through the national drug council in your country. Each national drug council must certify that it approves and supports the proposal by signing the Proposal Submission Form. The national drug council is responsible for submitting proposals to the CICAD Executive Secretariat for consideration.CICAD requests that the national drug commissions send proposals to the CICAD Executive Secretariat electronically, preferably via e-mail to Ms. Adriana Gutierrez at agutierrez@oas.org no later than November 3, 2006. Please type in the subject line: “Attention CICAD-NIDA Research Award Program.”

  • Global Partnerships for Social Science AIDS Research (R24)
    The National Institute of Mental Health, the National Institute of Child Health and Human Development, and the National Institute on Aging are calling for partnerships between U.S. (or other developed country) and non-U.S. scientists that will enhance capabilities for rigorous behavioral and social science research in developing countries affected by the HIV epidemic. Investigators undertaking research in response to this RFA should be mindful of the efforts in their country to develop and implement strategic plans on the national and community levels to address local HIV/AIDS-related challenges and problems.

  • Research or Training Travel Grants
    The Directory of International Short-Term Travel Grants in the Health Sciences with information about nearly 100 funding opportunities that support travel for the purpose of research or training.   • NIDA Hubert H. Humphrey Drug Abuse Research Fellowship
    Are you a mid-career professional who wants to gain international experience at a U.S. research institution? NIDA Hubert H. Humphrey Fellowships may be just right for you!
    How to apply. The U.S. Department of State is the primary sponsor of the Hubert H. Humphrey program, awarding fellowships to candidates in 12 subject areas. The U.S. Embassy or Fulbright Commission in each country establishes priorities among those 12 subject areas and conducts preliminary evaluations of applicants. The NIDA Humphrey Drug Abuse Research Fellowship is a component of the larger State Department program, and you must contact the U.S. Embassy or Fulbright Commission in your home country to apply.   • NIDA Hubert H. Humphrey Drug Abuse Research Fellow Earns Doctorate
    Congratulations to former NIDA Hubert H. Humphrey Drug Abuse Research Fellow Evodia Mabuza-Mokoko (South Africa, 1999-2000), who has earned her doctoral degree. Dr. Mokoko is now the Social Work Manager for South Africa’s Central Drug Authority.
  • NIDA, State Department Select 2006-2007 Hubert H. Humphrey Drug Abuse Research Fellows
    NIDA and the U.S. Department of State have selected nine international drug abuse professionals as 2006–2007 Hubert H. Humphrey Drug Abuse Research Fellows. The two agencies co-sponsor competitive, 10-month awards that provide academic training at the Virginia Commonwealth University and the Johns Hopkins University and six-week professional affiliations with NIDA-supported researchers. The new Humphrey Fellows include:

  • U.S.–Netherlands Supplement-Supported Research Suggests Word Association Tasks and Working Memory Capacity Are Associated With Drug Use
    Working with funding provided through the U.S. – Netherlands Binational Agreement, research teams led by Dr. Alan W. Stacy, University of Southern California, and Dr. Reinout Wiers, University of Maastricht, have reported that word association tasks appear to be more effective predictors of drug use than other major tests of implicit cognition, such as reaction time measures, and that adolescents with high levels of drug-related associations are at risk of using more drugs if they have lower versus higher levels of working memory capacity. The researchers also demonstrated the feasibility and utility of neuro-cognitive, laboratory-based batteries in small-group settings in the field. Their successful implementation of brief interventions for at-risk adolescents in a school setting could serve as a model for other high school intervention programs, especially for students who do not respond to group interventions. The group most recently published results in the Evaluation and the Health Professions (29, 89-125, 2006), and presented their findings at a conference organized by the Dutch National Institute for Drug Abuse, Maastricht, the Netherlands, in March 2006. They also have completed a chapter, “Brief motivational interviewing and drug-related problems,” in Adolescence and Alcohol: An International Perspective (in press), edited by I. Kandel, J. Merrick, and L. Sher
